Abstract

In complex enterprises balancing core operations and capital-intensive investments, managing budget variances presents a significant challenge due to fragmented financial oversight, siloed planning, and inconsistent accountability. This paper proposes an enterprise-wide budget management framework designed to integrate operational and investment units under a unified control system. The framework incorporates real-time variance detection, classification, and root-cause analysis, supported by structured governance layers that enforce approval workflows and performance-linked accountability. By promoting vertical and horizontal coordination, the model enhances financial discipline, resource optimization, and forecast accuracy. The framework’s adoption facilitates proactive variance control, reduces financial risk, and supports strategic alignment with organizational goals such as ROI and capital efficiency. Furthermore, it strengthens stakeholder confidence through improved transparency and audit readiness. The study underscores the importance of cohesive budget governance for financial leadership in navigating volatile business environments. It also highlights opportunities for future enhancement through digital dashboards, predictive analytics, and AI-assisted anomaly detection, positioning the framework as a foundation for dynamic and agile budget management in modern enterprises.
